City Hall

The office is located at 6 West Main Street and is open from 9 am to 5 pm, Monday through Friday, excluding holidays. Payments may be brought to the front desk during office hours. For your convenience, there is a drop box located on the lower right side of the council chamber outer door.

Utility Services/Monthly Fees

The MBR (membrane bioreactor) plant came online October 2009. Total cost of the project was $5.4 million. The MBR plant with phosphorus reduction equipment helps the city to meet the EPA standards and will be relatively easy to expand as Richmond continues to grow and more stringent regulations are imposed.

Both state and federal funds were used to help the city pay for this project. A combination of grants and no-interest loans was given to the city contingent upon the citizens paying what the state deems a fair, equitable fee. This fee increases by $1 each July to account for inflation.

The city has embarked on a major water improvement project. Within the last 2 years, Utah adopted a new fire flow storage requirement which immediately put Richmond in violation of the new standard. Even if not a single new home or business was connected to the water supply, we would still be required to markedly increase our water storage.

Therefore, the city council applied for a $5.145 million loan from the CIB (Community Impact Board) at a rate of 3.75%. This will allow the purchase of land and construction of a new two million gallon water tank as well as much needed improvements in our aging water infrastructure. A number of areas around town have water pressure problems in addition to inadequate fire flow supply.

The city council hopes to offset some of the costs by pursuing grants as well. For now, though, the base water rate has to be raised to $40 per month as the first step towards meeting the loan payment requirements.

Garbage & Recycled Materials Pickup

Both waste and recyced materials are picked up on Fridays in Richmond. Please have your containers out by 7:00 am. And remember: the containers are to be removed from the curbside by 10 pm that evening (county ordinance). The blue recycling container is picked up every other Friday; please check this calendar for the 2012 collections.

Garbage and recycling fees are pass-through fees collected by the city and promptly turned over to the solid waste district (services provided by Logan City and approved by the County Council).

Recycling is universal, i.e. you pay for the service regardless of use. For more information, please visit the Logan Environmental Department website.

Fire and Police

Call 911

The Richmond Fire & Rescue Department is an all-volunteer unit that provides fire protection and education and emergency medical services. They are part of the unified response authority for Cache County and are called out through central dispatch (911). More information on the fire squad and EMS unit may be found here.

Burn permits are required to burn yard waste around your residence. Please call (435) 932-0234 to speak with a duty officer or visit the Burn Permit page for more information.

Richmond has contracted with the Cache County Sheriff's Office for law enforcement. Call 911 for emergencies or 435-755-1000 for other situations.

There is a $2.00 fee assessed monthly for supporting and improving the Central Dispatch Center (911 service). This is also a pass-through fee.

Dog Licensing Information

Dogs must be under control (on a leash) or confined in their yard or kennel. They are not to run loose through the neighborhood. If there is a problem animal in your area (running loose, excessive barking, threatening other animals or humans), please call the Animal Control Officer (Cache County Sheriff's Department) at 716-9400 to report the dog and, if possible, where the owner lives.

All dog licenses expire December 31st of each year. The licenses must be renewed annually; in January and February the license for a spayed or neutered dog is $5 while the license for an intact dog is $10. These fees double beginning March 1. Proof of rabies vaccination is required. Puppies do not need to be licensed until two months old.

If someone moves into Richmond anytime during the year, they have 10 days to license their dog/s. The exception is if they have a puppy less than two months old; then they may wait until it turns two months old.

Residents wishing to keep three or more dogs must have double the area required for their zone. For instance, if you live in a zone that requires a minimum of 10,000 square feet to build a house, then you must have 20,000 square feet to keep three or more dogs. You must also obtain a conditional use permit from Richmond Planning & Zoning as well as a license ($100 annual fee) from the City Council. See Ordinance 2003-2 for more information.

Park & Building Rental Information

The Richmond City Park is located along Highway 91 (200 West) and between Main Street and 100 South. Tennis, volleyball and basketball courts are along northeast side; nets for volleyball and tennis may be rented from the city office.

Covered picnic areas are available for reservation by city residents at $25 per day. Please contact the city office at 258-2092 for reservations.

Various community buildings are also available for reservation on a first-come, first-served basis by residents. A refundable deposit for damages/cleaning is required at the time of reservation. The fee is $50 for the community building with kitchen and the Black & White Days kitchen/dining area.

Richmond Public Library

The Richmond Public Library is at 38 West Main and is one of Utah's few remaining Carnegie libraries. Built in 1914, it has provided services to Richmond residents as well as nearby county residents. No fee is required to obtain a card.

In addition to the traditional books and videos, the library provides wireless computer access, color printing, fax, dedicated computers for adults and children, free eBooks and other eAudio material, and home delivery for those unable to use the stairs. A lecture series runs September through May; story hour is held for young children throughout the year. There is also a fantastic summer story program for children of all ages.

Richmond Cemetery

The Richmond Cemetery, located at approximately 200 E 300 N, is a separate district from the city that encompasses not only Richmond but additional land nearby. A property tax levy funds operations in addition to the charges for grave openings and closings. Contact Chris at the city office (258-2092).

Effective January 9, 2010, these charges will apply:
